Half of England Is Officially in Drought: What Happens If the Dry Weather Continues?
England is often imagined as a wet country: green fields, overflowing rivers, grey skies and rain arriving just in time to spoil a summer barbecue.
Yet half of England is now officially in drought.
On 29 July 2026, the Environment Agency declared seven areas to be in drought:
- East Anglia;
- Hertfordshire and the whole of London;
- the Thames Valley;
- Hampshire and the Isle of Wight;
- Devon and Cornwall;
- the West Midlands;
- Wessex, covering Dorset, Somerset, Wiltshire and South Gloucestershire.
The Environment Agency has described this as a flash drought—a drought that develops unusually quickly because very low rainfall is combined with exceptionally high temperatures. Rivers are running low, some crops are being harvested early, wildfire risk is increasing and millions of people are already subject to restrictions on water use.
This is not simply a story about hosepipe bans or brown lawns.
If the dry weather continues, it could affect our food, wildlife, rivers, businesses, homes, infrastructure and the cost of living. It could also expose how poorly prepared parts of England remain for a climate in which flooding and drought can occur within the same year.
How Can We Have Drought After Winter Floods?
At first, the situation appears contradictory.
Only a few months ago, parts of England were dealing with flooded fields, saturated ground and overflowing rivers. Now we are being warned that water is being used faster than nature can replace it.
However, a wet winter does not guarantee a secure summer.
Winter rainfall helped refill reservoirs and replenish groundwater. That gave England some protection through the spring. But the change from wet winter conditions to exceptionally hot and dry summer weather has been remarkably rapid.
Water security depends on more than the total amount of rain that falls during a year. It also depends on:
- where the rain falls;
- how heavily it falls;
- whether it soaks into the ground;
- how much can be stored;
- how quickly rivers and reservoirs lose water;
- how much households, farms and businesses consume.
A violent thunderstorm may produce local flooding without providing the slow, sustained rainfall needed to replenish aquifers and reservoirs.
When the ground becomes extremely dry or compacted, heavy rain may simply run across the surface. It enters drains, roads and rivers rapidly rather than soaking gradually into the soil.
We could therefore experience flash flooding during a drought without the drought actually ending.
What Does an Official Drought Declaration Mean?
An official drought declaration does not mean that taps are about to run dry across half the country.
It means that rainfall, river flows, groundwater levels, reservoir storage, soil moisture and environmental conditions have deteriorated enough to trigger a stronger response.
The Environment Agency increases monitoring and may restrict how much water can be taken from rivers and groundwater. Water companies may introduce temporary-use bans, change how they operate their networks or apply for drought permits and orders.
A drought permit may allow a water company to take more water from a particular source or temporarily change the conditions attached to an abstraction licence. A drought order can permit wider restrictions on non-essential water use.
These measures are designed to prevent the situation from progressing towards a severe drought in which public supplies and ecosystems face much greater danger.
The Warning Signs Are Already Visible
The speed of the deterioration is striking.
By the week ending 23 July:
- England had received only 3% of its normal July rainfall;
- 84% of monitored river flows were below normal or lower;
- national reservoir storage had fallen to 75.3%;
- almost 40% of England’s population faced temporary water-use restrictions;
- soil moisture deficits were at record levels for the time of year across several regions.
Almost half of the reservoirs being monitored were below normal, while Blagdon and Wimbleball reservoirs were classified as exceptionally low for the time of year.
The problem is made worse by the way we use water during hot weather. On the hottest days, demand rose by as much as 30%.
This creates a difficult combination: nature supplies less water precisely when people, crops, gardens and businesses demand more.
What Happens to Household Water Supplies?
The most immediate effect for many households will be wider or longer-lasting restrictions.
More water companies may introduce temporary-use bans. Existing restrictions may remain in place well into the autumn if reservoirs and rivers do not recover.
A temporary-use ban can cover activities such as:
- watering a garden with a hosepipe;
- filling a paddling pool;
- washing a private car with a hose;
- cleaning patios and paths;
- filling ornamental ponds or fountains;
- using a hose to clean windows and outdoor surfaces.
The exact rules vary, so households should check the restrictions issued by their own water company.
If conditions become more serious, companies may move water around their networks, reduce pressure in some areas, increase abstraction from alternative sources or seek emergency permissions.
Standpipes and rota cuts remain unlikely during an ordinary drought. They are measures associated with a severe emergency, not the present drought stage. However, the purpose of acting now is to prevent the country from reaching that point.
Farming May Face the Most Immediate Economic Damage
Farmers cannot simply stop using water.
Crops need moisture during particular stages of growth. Livestock need drinking water every day. Fruit and vegetables may depend on carefully timed irrigation.
The dry weather is already causing:
- early harvesting of cereal crops;
- reduced yields;
- increased field fires;
- high irrigation demand;
- restrictions on water abstraction;
- livestock farmers using winter feed reserves during summer.
By 23 July, low river flows had triggered 1,353 restrictions on abstraction licences. Concerns were also growing about feed availability later in the year.
If the drought continues, some farmers may have to choose which crops receive water and which are left to fail.
Grass growth may slow dramatically, leaving less grazing for cattle and sheep. Farmers may then have to buy additional feed or use silage and hay that had been stored for winter.
This creates a delayed problem. A farm that survives the summer by consuming its winter reserves may enter the colder months with higher costs and fewer options.
Vegetable growers could also face smaller or lower-quality harvests. Potatoes, lettuces, carrots, onions, soft fruit and many other crops require reliable water at critical times.
The result may eventually appear in supermarkets through higher prices, reduced availability or greater reliance on imported food.
Water security is therefore also food security.
Rivers May Suffer Long Before Our Taps Do
Public attention naturally focuses on drinking-water supplies, but rivers and wetlands often experience severe damage first.
As river levels fall:
- the water becomes warmer;
- oxygen levels decline;
- pollutants become less diluted;
- fish become trapped in isolated pools;
- migration routes are blocked;
- algae can spread more easily;
- aquatic habitats shrink.
The Environment Agency has already carried out fish rescues as oxygen levels have fallen. Some ponds and wetlands have dried out, threatening breeding birds and other wildlife.
A river is not simply a pipe carrying spare water towards the sea.
It is a living system supporting fish, insects, plants, birds and mammals. It also supplies farms, businesses, water companies, navigation and recreation.
Taking more water from a struggling river may protect one need while worsening another. Drought management therefore becomes a difficult balancing exercise.
Wildlife Could Take Years to Recover
Some environmental damage continues long after the rain returns.
A dried pond may refill, but that does not replace a lost breeding season. A river may begin flowing again, but fish, aquatic insects and plants may already have disappeared from affected stretches.
Low water and high temperatures can damage:
- fish populations;
- amphibian breeding sites;
- wetland birds;
- dragonflies and other aquatic insects;
- water voles and otters;
- chalk-stream ecosystems;
- young trees and hedgerows.
The effect is not always dramatic enough to make national news. There may be no single moment of catastrophe. Instead, habitats become smaller, warmer and less able to support wildlife.
Repeated droughts are especially dangerous because ecosystems have less time to recover between events.
England has now experienced drought in three of the past five years: 2022, 2025 and 2026.
Wildfire Risk Will Continue to Increase
Dry grass, crops, heathland, road verges and woodland edges can become highly combustible.
A discarded cigarette, disposable barbecue, machinery spark or vehicle parked over dry vegetation can start a fire that spreads rapidly.
Wildfires have already affected agricultural land and protected habitats during the current dry period.
Continued drought could bring:
- more crop and field fires;
- damage to heathland and woodland;
- increased pressure on fire services;
- road and footpath closures;
- loss of wildlife habitat;
- smoke pollution affecting nearby communities.
The risk is not restricted to remote moorland. Dry grass beside homes, roads, railways and industrial sites can also carry fire.
What Does This Mean for the Thames?
For those of us who spend time on the River Thames, falling river levels make the drought feel much more immediate.
The Thames is simultaneously:
- a source of drinking water;
- a wildlife habitat;
- a navigation route;
- a sporting venue;
- a tourist attraction;
- part of the landscape;
- a managed piece of infrastructure.
During drought, lock operation may be restricted to conserve water. Boats may be asked to share locks, wait for scheduled passages or reduce unnecessary movements.
Very low water can also expose underwater hazards, reduce navigable depth and make launching or recovering boats more difficult.
Sailing clubs may notice changing water levels around pontoons, slipways and moorings. Anglers may face restrictions where fish are under severe stress. Canoeists, paddleboarders and swimmers may encounter poorer water quality or unusually shallow areas.
When we stand beside a familiar river, it is easy to imagine that the water will always be there. Drought reminds us that every lock operation, abstraction point and recreational activity forms part of a much larger system.
Businesses and Infrastructure Will Also Feel the Strain
Many businesses rely on water even when water is not their main product.
Drought can affect:
- food and drink production;
- hotels and restaurants;
- horticulture;
- manufacturing;
- construction;
- energy generation;
- tourism;
- leisure facilities;
- data centres;
- transport infrastructure.
Businesses that abstract water directly may face restrictions. Others may experience rising costs, reduced pressure or difficulties expanding in areas where water supplies are already stretched.
Extremely dry ground can shrink and move. This can contribute to subsidence and place additional stress on buildings, roads, pipes and railway infrastructure.
Drought also raises questions about future development.
We cannot plan thousands of new homes, industrial sites and data centres without asking where their water will come from. Planning permission alone cannot create additional rainfall, reservoir capacity or healthy river flows.
Economic growth must be matched by water infrastructure.
Will One Week of Rain End the Drought?
Probably not.
A few wet days may:
- reduce garden demand;
- lower temperatures;
- help some crops;
- temporarily raise small streams;
- reduce immediate wildfire risk.
But ending a drought requires much more.
Reservoirs must refill. River flows must recover. Groundwater must be replenished. Soils must regain moisture. Wetlands and habitats need time to stabilise.
Groundwater recharge often depends heavily on autumn and winter rainfall, when plants are using less water and evaporation is lower.
A dry autumn would therefore be particularly worrying. England could enter winter with depleted reservoirs and rivers, leaving less protection for spring and summer 2027.
The kind of rain we need is not necessarily a spectacular thunderstorm. We need prolonged, widespread and moderate rainfall over the correct catchment areas.
What Can Households Do?
No single household will end the drought.
However, millions of households reducing unnecessary consumption can make a measurable difference, particularly during periods of peak demand.
Let the Lawn Turn Brown
An established lawn will usually recover when wetter weather returns.
Trying to maintain a bright green lawn through a drought may consume hundreds of litres of treated drinking water.
Prioritise:
- young trees;
- recently planted shrubs;
- food crops;
- vulnerable container plants;
- wildlife drinking water.
Water the Roots, Not the Leaves
Use a watering can and direct water towards the base of the plant.
A sprinkler may wet leaves, paths and large areas of bare soil while relatively little reaches the roots.
Watering early in the morning or later in the evening reduces immediate evaporation.
Use Mulch
A layer of compost, bark, leaf mould or other suitable material can reduce evaporation from the soil.
Mulch also suppresses weeds that would otherwise compete with plants for water.
Check for Hidden Leaks
A dripping tap is visible, but a leaking toilet may be much less obvious.
Listen for water continuing to run after flushing. Check whether water is constantly moving at the back of the toilet bowl.
Report leaking water mains rather than assuming somebody else has already done so.
Run Full Loads
Wait until washing machines and dishwashers are full, and use eco programmes where suitable.
Eco settings often take longer because they reduce water and energy consumption rather than relying on intensive heating and rapid washing.
Keep Drinking Water Cold
Instead of running the tap repeatedly until the water becomes cold, keep a covered jug in the refrigerator.
Reuse Water Carefully
Water used to rinse vegetables can often be used on garden plants once it has cooled.
Avoid using water containing strong detergents, disinfectants, bleach, salt or excessive grease on plants.
Install Water Butts
A water butt will not solve the present drought once it is empty, but it can capture future rainfall and reduce demand during the next dry spell.
The best time to prepare for a drought is before it begins.
Do Not Forget Garden Wildlife
Natural water sources may disappear during prolonged dry weather.
A shallow dish of clean water can help birds, hedgehogs and insects. Add stones or a sloping edge so that small creatures can escape safely.
Replace the water regularly and clean the container to reduce the risk of disease.
Where possible:
- provide partial shade;
- leave some longer vegetation;
- avoid pesticides;
- create ground-level access for hedgehogs;
- prioritise native plants that support insects.
A carefully managed garden can become a small refuge during extreme weather.
Households Cannot Carry the Whole Responsibility
People are understandably frustrated when they are told to take shorter showers while large quantities of water continue to escape through leaking pipes.
Water companies must:
- repair leaks more quickly;
- replace ageing infrastructure;
- improve connections between supply areas;
- maintain treatment capacity;
- communicate restrictions clearly;
- plan for more frequent droughts.
The Government has said that water companies are expected to accelerate leak reduction and follow their drought plans. It has also referred to planned investment that includes nine new reservoirs.
Individual action and infrastructure investment are not alternatives.
We need both.
Households can reduce unnecessary demand immediately. Water companies and government must provide the resilient system that England will need for decades.
What Should England Do Differently?
This drought should prompt a much broader national response.
Store More Winter Water
England needs more reservoir capacity, but storage does not always mean enormous concrete structures.
It can also include:
- farm reservoirs;
- restored wetlands;
- managed aquifer recharge;
- rainwater storage;
- landscape restoration;
- water reuse systems.
Improve the Soil
Healthy soil stores more water than damaged or compacted soil.
Adding organic matter, reducing erosion, planting cover crops and improving land management can help rainfall soak into the ground rather than rushing into drains and rivers.
Design Water-Efficient Homes
New homes should include:
- low-flow fittings;
- dual-flush toilets;
- efficient appliances;
- rainwater harvesting;
- water-efficient landscaping;
- separate systems for suitable non-drinking uses where practical.
Retrofitting these features later is usually more difficult and expensive.
Reuse More Water
Highly treated drinking water is not always necessary for industrial cooling, toilet flushing, irrigation and some cleaning processes.
Greater use of safely treated recycled water could reduce pressure on rivers and public supplies.
Join Up Flood and Drought Planning
Floodwater cannot simply be captured everywhere and saved for summer. Storage, geography, water quality and environmental impacts make that unrealistic.
However, there are many opportunities to slow water down, restore floodplains, replenish wetlands and help more winter rainfall remain within the landscape.
Flood resilience and drought resilience should be planned together.
A Personal Reflection: Water Is Easy to Ignore Until It Is Missing
Like most people, I turn on a tap without thinking about the journey the water has taken.
It may have fallen as rain months earlier. It may have been stored in a reservoir, extracted from a river or pumped from an underground aquifer. It has then been treated, tested and transported through kilometres of pipework.
We tend to think of water as an unlimited service rather than a natural resource.
The same is true when we look at the Thames. We see the boats, locks, wildlife and reflections. We do not always see the competing demands being placed on every stretch of water.
The drought changes that perspective.
A brown lawn is visible, but it is not the most serious consequence. The real warning signs are the shrinking wetlands, stressed fish, reduced harvests, empty farm reservoirs and rivers unable to provide everything we ask of them.
Conclusion: A Rainy Country Can Still Run Short of Water
Half of England being declared in drought should not cause panic, but neither should it be dismissed as another temporary summer story.
If the dry weather continues, restrictions may increase. Farmers will face harder decisions. Rivers and wildlife will experience deeper damage. Wildfire risk will rise. Businesses and infrastructure will come under greater pressure.
Even when the rain returns, recovery may take months—or considerably longer for damaged ecosystems.
The deeper lesson is that England must prepare for both extremes.
We need homes that use less water, farms that can withstand dry periods, landscapes that hold more rainfall, water companies that waste less and infrastructure designed for a changing climate.
Saving water at home is worthwhile. But the national ambition must go beyond asking people not to use hosepipes.
A secure future requires us to capture more water when it is available, protect the natural systems that store it and stop treating clean drinking water as though it can never run out.
England may still be a rainy country.
That no longer guarantees that it will always be a water-secure one.
